New Flyer buses may have too few or misplaced emergency exits

New Flyer is recalling certain 2012-2025 Xcelsior buses that may have been built without enough emergency exits, or with exits in an incorrect location. This fails FMVSS 217.

What this means for you

Illness, injury, or structural failure has been reported. Stop using the product immediately and contact the manufacturer for a refund or repair.

Our severity reasoning: Rubric level 4 covers structural vehicle defects: required means of escape are missing or wrongly placed on a passenger bus, so egress capacity is absent rather than degraded.

Plain-English summary

New Flyer of America, Inc. is recalling certain 2012-2025 Xcelsior buses. About 2,354 units are potentially affected.

The buses may have been built without enough emergency exits, or the exits may be in an incorrect location. As such, these vehicles fail to comply with Federal Motor Vehicle Safety Standard number 217, "Bus Emergency Exits and Window Retention and Release".

NHTSA states that an insufficient number of emergency exits, or exits that are incorrectly located, can prevent or delay passengers from exiting during an emergency, increasing their risk of injury.

New Flyer will mail instructions and the necessary parts to add additional emergency egress windows, free of charge. Owner notification letters were mailed on October 8, 2025. Owners may contact New Flyer customer service, or the NHTSA Vehicle Safety Hotline at 1-888-327-4236.
