Recalls by hazard

Agencies file recalls by product and by classification, not by what went wrong. Hazard tags cut the archive the other way: every recall caused by Listeria monocytogenes, or by an undeclared milk allergen, or by a lithium battery that can overheat, regardless of which agency issued it or what aisle the product sits in.
