IC school bus low beams turn off with high beams
International is recalling certain 2025-2026 IC Bus CESB school buses with halogen headlights because activating the high beams turns the low beams off, failing FMVSS 108.
What this means for you
Real risk of harm even if no illness or injury has been reported yet. Stop using the product and follow the agency's guidance.
Our severity reasoning: Rubric level 3 covers risk-of-harm where injury has not yet been reported: forward lighting is reduced in one mode rather than lost entirely, and no incidents are recorded.
Plain-English summary
International Motors, LLC is recalling certain 2025-2026 IC Bus CESB school buses equipped with halogen headlights. About 6,988 units are potentially affected.
When the high beams are activated, the low beams turn off. As such, these vehicles fail to comply with Federal Motor Vehicle Safety Standard number 108, "Lamps, Reflective Devices, and Associated Equipment".
NHTSA states that headlight low beam failure can reduce visibility, increasing the risk of a crash.
Dealers will update the body control module software free of charge. Owner notification letters were mailed on April 28, 2025. Owners may contact International customer service at 1-800-448-7825, or the NHTSA Vehicle Safety Hotline at 1-888-327-4236.
