The recall affects vehicles fitted with Ricon Public Use Lifts manufactured between December 1, 2007, and December 18, 2009. A total of 26 vehicles are affected by this campaign.

The defect involves the restraint belt on the lift, which is designed to prevent the lift from moving unless the belt tongue is fully engaged and latched in the buckle. Ricon discovered that it is possible for an operator to insert the belt tongue into the buckle without fully engaging the latching mechanism. In this scenario, the belt appears to be latched, allowing the operator to run the lift. If the belt is not fully engaged and latched, the lift may operate with an occupant on the platform, potentially causing injury if the lift moves unexpectedly.
