This defect causes the vehicles to fail to comply with Federal Motor Vehicle Safety Standard (FMVSS) number 108, "Lamps, Reflective Devices, and Assoc. Equipment." Missing reflectors can reduce the vehicle's visibility to other drivers, increasing the risk of a crash.
