Harley-Davidson Motor Company is recalling certain Detachable Tour-Pak Luggage Carrier Conversion Kits with part numbers 53000916 and 53000917. These kits are affected when installed on 2014-2022 Touring and CVO Touring motorcycles.
The recall is issued because, if the Tour-Pak Luggage Carrier is removed from the motorcycle while the conversion kit remains installed, the turn signal indicator lights may flash fast continuously. In this state, the lights do not adjust their frequency to alert the operator of a turn signal light failure. This condition causes the kits to fail to comply with Federal Motor Vehicle Safety Standard number 108, "Lamps, Reflective Devices, and Associated Equipment."
Turn signal indicator lights that fail to alert the operator of a turn signal light failure can increase the risk of a crash. Dealers will replace the kits free of charge.
