The defect occurs when the vehicle is fully loaded, causing it to potentially exceed the Gross Axle Weight Rating (GAWR) and Gross Vehicle Weight Rating (GVWR). Consequently, these vehicles fail to comply with Federal Motor Vehicle Safety Standards 119 and 120 regarding tires and wheels. If the vehicle is loaded to its maximum passenger capacity, the rear tires may fail, which increases the risk of a crash.
