Plain-English summary
KMC USA Inc. is recalling more than 190,000 cans of Party Time "Happy String" in cooperation with the U.S. Consumer Product Safety Commission (CPSC). The product is a flammable spray string contained in round metal cans that are approximately 5 inches high. The cans are mostly white with various colored plastic caps and contain 1.75 ounces of liquid chemical. The product is labeled "MADE IN KOREA" and features the text "PARTY TIME" and "Happy String."
The recall is due to the flammability of the propellant, which creates a hazard if the product is sprayed near an open flame. Because it is a flammable product intended for use by children, it is classified as a banned hazardous substance. CPSC is aware of two reports of burns resulting from the use of this spray string. In one incident, a 4-year-old boy suffered first- and second-degree burns on his face and arm when the string ignited while he was blowing out candles on his birthday cake. In another incident, a woman sustained burns on her ear.
The spray string was sold nationwide at Dollar Tree, Dollar Bills, and Only $1 stores between October 1998 and January 1999 for approximately $1. Consumers should take the spray string away from children and stop using it immediately. The product can be returned to any Dollar Tree store for a refund. For more information, consumers can call Dollar Tree Stores at (800) 876-8077.
