The consent agreement prohibits Continental Industries and E. M. Hicks, an officer of the corporation, from manufacturing or selling carpets that do not comply with federal flammability standards.
As part of the provisional agreement, Continental Industries is required to notify all customers who purchased or received the "Galveston Bay" carpet about its flammability and inform them that it may be returned to the manufacturer to be reworked or destroyed.
