Because the gusset is missing, these trailers fail to comply with Federal Motor Vehicle Safety Standards 223 and 224 regarding rear impact guards and protection. If a rear impact crash occurs, a passenger car may go under the trailer, increasing the risk of injury to the passengers in the car.
