They were sold in craft stores and marketed as decorations.
The recalled rattles are small enough to fit into an infant's mouth and long enough to reach the back of the throat, which could cause choking. The U.S. Customs Service identified the hazardous rattle at the Port of Chicago during "Operation Toyland," a joint surveillance program with the U.S. Consumer Product Safety Commission.
