The defect exists because these lock nuts may not have been properly crimped during manufacturing. This allows the nuts to loosen and detach during operation. If the nuts fall off, the bolts could loosen, causing the axle to disconnect from the spring hangers. This could result in the axle shifting or detaching from the trailer, which increases the risk of a crash.
