The company and the Commission believe consumers may be exposed to a risk of injury because ethylene glycol requires specific labeling and packaging under the Federal Hazardous Substance Act and Poison Prevention Packaging Act, which are not required for products containing non-toxic propylene glycol. The ingestion of the entire contents of the ethylene glycol product by a small child could result in death. The company became aware of the substitution on February 6, 1986.
